A Resolution on a Decent Stable Life as a Human Right

Civil Liberties Committee Report

T he following resolution was presented to the Gray Panthers statewide meeting to elicit feedback from members:

“To honor Maggie Kuhn, founder of the Gray Panthers, on the 100th anniversary of her birth, the SF Gray Panthers herewith request Gray Panthers of California to consider this proposal to amend the California Constitution with the following provision to protect the human rights of all people residing in California.

Whereas the issue of human rights is not addressed in either the California Constitution or the US Constitution…

And whereas the California Constitution does guarantee its residents the right to the pursuit of happiness…

And whereas the UN Declaration of Human Rights, drafted by Eleanor Roosevelt, proclaims in Article 25:

"Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control..."

Be it resolved that the State of California be the first State of the United States to amend its constitution to provide all residents their rights to housing, food, education, and health care.”
