Would provide that, beginning January 1, 2008, the department shall pay all co-payments required by drug plans under the Medicare Program for generic or brand name medications for full-benefit dual eligible beneficiaries under specified conditions. Further, the bill would require the department to develop a process for the reimbursement of MediCal enrolled pharmacies for the cost of the co-payments, unless specified conditions are met.

Summary:

Bill would establish the California Universal Healthcare System to be administered by the newly created California Universal Healthcare Agency under the control of a Universal Healthcare Commissioner appointed by the Governor and subject to confirmation by the Senate. Bill would make all California residents eligible for specified health care benefits under the California Universal Healthcare System, which would, on a single-payer basis, negotiate for or set fees for health care services provided through the system and pay claims for those services.
